Plot summary
Bill Williamson was presumed dead in a massive explosion three years ago, at the end of a second killing spree at the WK7 TV station in Washington D.C. Now he comes out of hiding. He intends to cause disruption across the United States on a scale that reaches the rest of the world. Armed with a sniper rifle, he shoots the President of the United States, the Vice President and the Secretary of Defense; those attacks take place off camera.

- Uwe Boll tried to crowdfund the film, then titled Rampage 3: No Mercy, but his Indiegogo campaign closed in January 2015 with just $6,375 of a $100,000 goal and a Kickstarter raised $29,746 of $55,794. Boll responded with two profanity-laced YouTube videos calling crowdfunding "absolutely dead" and wishing death on several Hollywood celebrities.
