Plot summary
Nick Gunar is an ex-soldier down and out in Chicago. Two men offer him work on a tropical island, and he gathers former comrades who are also struggling. In the Far East the crew meets Keefer, a man Nick knew in Angola who now controls the local police force. On the island, the islanders are peaceful and will not surrender their land, which the crew was paid to make them abandon. Nick respects them, but some of his men want to use force, either to drive the islanders out or to get them to reveal where a suspected treasure lies. Nick steps in to stop them.

- The film was based on an original screenplay by John Sayles called A Safe Place, written in the early 1980s for producer Stan Rogow; Sayles' idea for the plot involved a mercenary who rethinks his life when he comes upon a tribe of pacifists.
- Rewrites by Reiff and Voris added more action, and Voris said producers had bought the old Sayles script to make for action star Dolph Lundgren and insisted it become an ensemble movie because they worried Lundgren could not carry the film Sayles originally wrote.
- After excellent test screening reactions, Miramax bought the film from another company with a promise of a theatrical release, then dumped it on video because they thought Dolph Lundgren could not bring in an audience as the main hero; the US release was delayed until December 1995.
