Plot summary
Psycho and Bio-Constrictor have made common cause, and their plan is to reshape the human race into mutants under their rule. They also intend to tamper with animals through genetic science and to spread terror across the world. Standing against them is Max Steel, whose abilities go beyond those of an ordinary human, with his companions Kat and Berto beside him. The story grows out of a television series and an action figure line bearing the same name, and among the Max Steel movies it is the one that shares continuity with that series. It is also the first Max Steel movie.
