Plot summary
The location of the Lupin family fortune is recorded inside a dictionary that Napoleon Bonaparte once owned, and the secret is now known. The volume becomes the prize of a historic motor car race, and the world's superpowers enter to claim it. Arsène Lupin III, grandson of the original Lupin, joins the race with Daisuke Jigen, Fujiko Mine and Goemon Ishikawa XIII, intending to win the dictionary or steal it from whoever holds it.

- This was the only Lupin III TV special to have no director. Osamu Dezaki, who had directed the first two, was too busy with other works and participated as supervisor instead.
- According to Junichi Iioka, who was involved in production, the special had a late start and only three months for animation, making for an extremely harsh schedule.
- The character Prime Minister Umibe is modeled on then-Japanese Prime Minister Toshiki Kaifu. The character's catchphrase, 'I will consult with the Secretary-General...', reflects Kaifu's inability to stand up to Ichiro Ozawa, the secretary-general believed to hold real power at the time.
