Lupin the 3rd: The Hemingway Papers (1990) on Netflix

Plot summary

On Colcaca Island in the Mediterranean, a civil war pits the forces of Carlos against the forces of Consano. The two men once hunted treasure as partners, then split over how to find what Ernest Hemingway's documents describe. Lupin learns of the conflict and travels to the island, where he finds Jigen Daisuke and Goemon Ishikawa fighting for opposing sides. Fujiko Mine works as secretary to Marcess, an arms merchant holding the key to what the Hemingway documents reveal. The papers are said to give the location of the treasure on Colcaca, and the armies want it as much as Lupin does.
