Plot summary
Frank Penny loves police work and keeps himself fit, but his career has stood still since he killed a child during a shootout. He spends his shifts watching an intersection for traffic offenses. When the radio reports colleagues chasing a man nearby, he joins the pursuit against his superior's orders, corners the man and shoots him when he is threatened with a gun. The dead man was the prime suspect in a kidnapping and the only person who knew where the hostage was held. She is the daughter of Tom Volk, Penny's former partner and now a vice-captain, who holds him responsible for the danger to her. Penny goes his own way to reach the girl before she drowns. Ava Brooks, a young online reporter, follows with her camera, streaming the search and relaying what her viewers send.
