Plot summary
The girls of Vestalis Academy live in a windowless building on numbered levels, drilled in virtues like obedience, cleanliness and patience, while curiosity and anger count as vices. They are told the outside air is toxic and that high society families will adopt only clean girls, and rule breakers are sent down to the lower level for punishment. Vivien and Sophia are best friends until a spilled jar of face cream gets Vivien dragged away; years later they meet again on Level 16. Sophia warns Vivien against the daily vitamins, guards walk sleeping girls to a lounge where Miss Brixil presents them to visitors, and Dr. Miro gives a vaccine that leaves rashes. The outer door needs a key card.

- Level 16 was shot in a former police station in Toronto that was built in the 1930s. Director Danishka Esterhazy was given complete freedom to use and adjust the building however she liked, and used it to create a "very real and gritty" set.
- Sara Canning, a friend of director Danishka Esterhazy who had starred in Esterhazy's first feature Black Field, was cast as Miss Brixil in a part that Esterhazy wrote specifically for her.
