Plot summary
Downtown Coventry is where Ray Carlton, an American mobster, dreams of casinos. He has dirt on the city's mayor, Derek Osbourne, and the mayor's cooperation is the price of keeping that dirt quiet. What Carlton wants is a super casino, built on the ground where Lady Godiva is said to have ridden, and he presses Osbourne to clear the way for the project. The cornered mayor gets to work on it. Alan Jenkins, a teacher in the city, sets out to stop the casino from going up on that ground, putting himself between the mobster and the mayor.
