Karas: The Prophecy (2005) on Netflix

Plot summary

In a Japanese city, humans and ghostly beings share the seen and the unseen dimensions, and Karas, the city's guardian crow, works with his masters to hold the balance between the two. Eko, once a Karas, now wants to take power and bring order to the streets by force. He and his followers have mechanized themselves, and they hold human form in the material realm only by feeding on the fluids of human bodies, so their feasts leave massacres with a single traumatized survivor. Those tragedies obsess a marginalized police inspector whose daughter lived through one of them. Yurine, the entity in whom the people's will resides, summons Otoha, a former human, to rise as the new Karas against Eko. Another renegade demon, Nue, also lives in the material world but refuses to drink blood and refuses to mechanize.
