Plot summary

Melvin Voyager escapes from prison with two months left of a five-year sentence, and the Elric brothers give chase. Edward and Alphonse find a cut-up newspaper page among his belongings, and the clipped-away section holds a photograph of Julia Crichton, arrested for illegally entering Table City, a border town between Amestris and Creta. Curious about the unfamiliar alchemy Melvin used, the brothers travel there. A wolf-chimera seizes their locomotive, and the flying soldiers called the Black Bats move in to free the passengers, only to retreat when they realize the prisoners are Amestrians set as a trap. Melvin escapes the train and the brothers follow him to a prison, where he tears down the walls to reach Julia. Julia and Alphonse fall into the Valley, the slum in the chasm below the city.

Director Kazuya Murata researched Spain to design Table City, the foreign country in the film, deliberately making it a contrast to Amestris, which had been based on Germany.
Director Kazuya Murata had trouble concluding the film because it was the only time the series' main characters travelled to another country and he feared it would affect the overarching storyline, so it was set at the point where Edward knew Alphonse's body existed somewhere.
