Plot summary
In 1923, Edward Elric lives in Munich after the Gate of Alchemy took him from his own world two years earlier. His alchemy is gone, and he works on rocketry with Alfons Heiderich, who resembles his brother Alphonse, hoping to find a way back. He rescues Noah, a Romani woman, from being sold, and she comes to live with him and Alfons. Edward meets the film director Fritz Lang, who asks his help hunting a dragon. The Thule Society, led by Karl Haushofer and Dietlinde Eckhart, wants to open the gate to what it believes is Shamballa. In Edward's homeworld, Alphonse searches the mysteries of alchemy for a way to reach his brother.

- Seven hundred of the film's animated frames had to be redone with only two weeks to go before its release, after cel animation was used for several characters and items.
- Sho Aikawa's original script draft ran a hundred pages and would have made the film over three hours long, so director Seiji Mizushima and others cut a third of its scenes.
- Because the schedule was immensely busy, the film's storyboards were split into six sections, one for each of the film's directors to draw.
- Director Seiji Mizushima was repeatedly harassed by head employees at Aniplex to speed up work on the film's storyboards.
- The final cut lost a character named Steiner, who could see auras and had a role similar to Noah's, and a scene of Roy Mustang and Winry Rockbell meeting in front of the late Maes Hughes' grave.
- The film's main antagonist, Dietlinde Eckhart, is based loosely on the real Thule Society member Dietrich Eckart, and in the film she wants to overthrow Hitler, against her organization's goal of supporting the Nazi Party.
