Plot summary

New Metro comes under attack when a terrorist who calls himself the Weatherman sends a tornado through the city. The Flash dissipates it with his super speed, and the other members of the Justice League pull civilians clear. Tori Olafsdotter, a meteorologist at the Eno Meteorological Institute, finds a hidden device in her lab and spills water on it. The device strikes her with blue electricity. She is unharmed, but everything she touches freezes. On her way home she sees a man drowning, and the water freezes around her when she tries to rescue him. The Justice League, hunting the Weatherman, abducts her and interrogates her.

CBS's Justice League of America pilot lost its director, Félix Enríquez Alcalá, halfway through production when executives were unhappy with his work. Lewis Teague was brought in to direct reshoots but, lacking the time and resources to fix the film, asked that his name be left off the credits.
Warner Bros. pitched the pilot as NBC's Friends with the Justice League, and Kenny Johnston, who played the Flash, was directed to play his character in the same style as Joey Tribbiani.
