Plot summary
After a large-scale nuclear war, Earth is a wasteland where fallout has left most humans sterile, and the government treats those who can still breed as a priority. Humanity shares the planet with mutant amphibians, exiled to the desert and barred from owning firearms. Sam Hell, a nomadic scavenger, is tracked down by the provincial government through the pregnant women he has left behind, and pressed into service as a human stud. A codpiece with an electronic lock is fixed to his groin, monitoring his condition. When the amphibians arm themselves and seize a group of fertile human women, Hell is ordered into their city, known as Frogtown, to bring the women out. Nurse Spangle and corporal Centinella go with him.

- Hell Comes to Frogtown's shoot saw producer Neal Nordlinger and R. J. Kizer repeatedly deviate from and cut the script, and fire Randall Frakes after he insisted it be filmed as written.
- New World let Donald G. Jackson stay on as director of Hell Comes to Frogtown only if he agreed to co-direct with R. J. Kizer, a New World editor who had directed the American sequences of Godzilla 1985; Jackson disliked losing control but took the deal as a career move.
- New World wanted a name attached to Hell Comes to Frogtown, so original Spangle actress Suzanne Solari was recast in a smaller role, and Jackson chose Sandahl Bergman over Sybil Danning for the part.
- The art director on Hell Comes to Frogtown had been hired because he was a friend of a New World executive; after Jackson, who was also shooting the film, kept changing the set dressing, executives filled the cinematographer job with someone more agreeable to the art director.
- Hell Comes to Frogtown inspired the title of "Hell Comes to Quahog", a 2006 episode of the animated television series Family Guy.
