Plot summary
A joint MI6 and CIA operation under senior agent Noel Bisset works the La Tomatina festival in Buñol, Spain, tracking the Russian arms dealer Viktor Gradov. The operation is ambushed, and Gradov gets away with a connection to ECHELON, the surveillance network shared by the Five Eyes intelligence alliance. Meanwhile, Britain's prime minister Sam Clarke receives a state visit from Will Derringer, the newly elected American president and a former action star. The two men do not get along, and their argument in front of reporters puts their countries' alliance at risk. Their aides arrange for them to fly together to a NATO summit in Trieste to present a united front. Gradov's men shoot the plane down, leaving the two leaders stranded far from home with only each other to depend on.
