Plot summary
A secret project at Hanka Robotics manufactures a shell, an artificial body designed to hold a human brain rather than an artificial intelligence. Mira Killian, the only survivor of a cyberterrorist attack that left her own body damaged beyond repair, becomes the test subject, and the company's chief executive, Cutter, overrules her designer, Dr. Ouelet, to use her as a counter-terrorism operative. A year on, she serves as a Major in Section 9 beside Batou and Togusa under Chief Daisuke Aramaki. Hallucinations she cannot account for leave her past unclear, and Ouelet dismisses them as glitches. When a hacked robotic geisha kills a hostage at a Hanka conference, the team learns an unknown entity called Kuze is behind it.
