Plot summary
It is two years since Jesse helped the orca Willy rejoin his pod, and Jesse lives with Glen and Annie Greenwood. Dwight arrives with the news that Jesse's mother has died in New York, leaving behind another son, Elvis, a talkative boy fond of lies who gets on Jesse's nerves. Elvis joins the family's camping trip to the San Juan Islands, where Jesse reunites with Randolph at the environmental institute and meets Randolph's goddaughter, Nadine. A day of whale watching introduces Jesse to Willy's family, and he tracks down Willy himself. Then the oil tanker Dakar runs aground on Lawson Reef, spilling crude oil that traps Willy and his siblings, Luna and Littlespot.

- The majority of the film's underwater scenes were shot at the LA84 Foundation/John C. Argue Swim Stadium, using mini-whale animatronics.
- The Free Willy Keiko Foundation devised a plan to bring the real orca Keiko to the Oregon Coast Aquarium to be rehabilitated from poor health; Keiko appears in the sequel only as Willy, in an uncredited archival clip.
