Plot summary
England and Spain edge toward war in 1588, and Queen Elizabeth I keeps close advisers in Lord Burleigh, her Lord Treasurer, and the Earl of Leicester, her longtime admirer. Burleigh's granddaughter Cynthia is one of the queen's ladies-in-waiting, and the aging Elizabeth envies her youth and beauty. At sea, a Spanish force under Don Miguel captures an English ship commanded by Sir Richard Ingolby. Miguel lets Ingolby's son Michael get away, and the wounded Michael comes ashore on Miguel's estate, where Miguel's daughter Elena tends him. Elena, already promised to another man, is drawn to the Englishman. Michael recovers slowly and longs for Cynthia, the sweetheart he left behind in England.

- Conrad Veidt was originally set to star in Fire Over England, but Alexander Korda turned it into a star vehicle for Vivien Leigh, who was under contract to him.
- Footage of the beacons lit on the English coast and an armor-clad Queen Elizabeth addressing soldiers at Tilbury was reused in the 1939 World War II propaganda documentary The Lion Has Wings, to compare the Spanish invasion with a Nazi one.
