Plot summary
Klaus Hermann, the son of Paraguay's president, kills the daughter of Marine Cole Hickel. When police stop Hermann and the man who comes to his aid, both claim diplomatic immunity, and the officer arrests them anyway. Hermann is obsessed with photographing the bodies of the people he murders. Because Hermann's mother, Gerta Hermann, leads an allied country, the American government tells Hickel it can do nothing to help. When Hermann goes home, Hickel follows him, though a government man tries to stop him. A smuggler named Cowboy agrees to help him take his own revenge for his daughter's death.
