Plot summary
Devon Butler is eight years old and shares a small apartment in Tampa, Florida, with his grandmother Rachel. He hopes to become a police officer one day, and his friend Raymond Sanchez joins him in games of cops and robbers. He is poking around a warehouse when he sees a murder take place. At the station, where he has come to report it, he meets Captain Rubio and Detective McKenna. The officers want to know what he saw, and he will not say a word until they let him join the force. McKenna is assigned to keep him safe in protective custody, and the two of them take up the search for the killer.

- An entire B roll was shot with Peter Weller playing Detective Nick McKenna, but it was scrapped when Weller was found to be taking the film too seriously.
- Burt Reynolds reportedly argued with director Henry Winkler throughout the shoot and came to believe that producer Brian Grazer refused to work with him again as a result.
- The role of Devon Butler was rewritten to be a girl, but the character was changed back to a boy when Norman D. Golden II was cast.
