Plot summary
On a December night, an Emergency Unit van carrying five officers and advanced equipment vanishes, and the Hong Kong police begin receiving calls from the hijackers. The callers know the force's procedures in detail and appear to be several steps ahead, perhaps inside the secured police network. With Commissioner York Tsang away, Deputy Commissioner M.B. Lee launches a rescue operation named Cold War and declares a state of emergency. Fellow Deputy Commissioner Sean Lau thinks Lee is acting too rashly, since one of the five missing officers is Lee's son, Joe Lee. Other senior officers, Vincent Tsui and Albert Kwong, also consider Lee's measures extreme.
