Plot summary
Steelhead, a tractor mechanic in China, misses Xiu Xiu, the fiancée who went to Japan and has sent no news to her family or to him. He crosses into Japan illegally to look for her, loses his Chinese documents on the way, and without them cannot go home. Countrymen in Shinjuku give him lodging and help him find illegal work. Jie, a friend who helped him cross, shows him how the city's underworld makes its living. A police raid sends the laborers running through the sewers, and Steelhead pulls Inspector Kitano from the dirty water, so Kitano, in gratitude, stops pursuing him.

- Director Derek Yee chose not to release Shinjuku Incident in mainland China because of its violence: China has no film classification system, and he felt toning the violence down for censorship would hurt the film's integrity. Jackie Chan, an investor in the film, agreed with him.
