Plot summary
A passing migrant fatally stabs a young mother in front of her son in an unnamed European city, and a news report tells of parents frightened to send children outdoors. Michael Sanders, once an officer in the U.S. Army, settled in Europe after inheriting the property business of the father he had been estranged from. Unknown to most, he is the Vigilante Citizen, and he goes after people the courts let go. Much of the public applauds him; Interpol Chief Henry wants him arrested. On a bus, Sanders pays the fares of thugs dodging payment so the ride can continue, then lectures them on their behavior. At a hospital he offers Elsa, badly beaten in a rape attack, a choice between the courts, where nothing is guaranteed, and his own action. She gives him her backing.

- Warner Bros. sent Uwe Boll a cease-and-desist letter over his film's working title The Dark Knight, so in April 2025 the independently produced thriller was retitled Citizen Vigilante.
- Armie Hammer said the offer from Uwe Boll was the first he had received in five years, after sexual assault allegations ended his professional career; he said he would have done a cat food commercial and was offered around $250,000.
- Uwe Boll said he had to ask hundreds of actors before finding ones willing to portray the Muslim family in the film's final part.
