Plot summary
In 1977, young Alex Grant sees carnival clown Louis Seagram rape and kill her mother Elaine. Two decades later, Alex tends bar at a coastal tavern called the Mermaid Bar, which she owns after her mother's death, and works beside her sister Sandra, who dreams of singing. Alex is still haunted by that murder. When Seagram gets out of prison, he tracks Alex down and attacks her in her car. He points a gun and makes her drive to the carnival where he used to work, saying he will brutalize Sandra after he kills her. To escape, Alex steers the car off a pier into the water. She comes to in her bathtub, but the waking visions of Seagram do not stop.

- Wes Craven was approached to direct the film and was interested, but he was deep into developing a script called Scary Movie, which became Scream (1996), so he served as executive producer instead and Trimark Pictures paid him to put his name in the title.
- Candace Hilligoss, who starred in the 1962 original, was offered a producer role and a part in the remake but refused because it was not her script; she felt betrayed by Soby as well as Harvey and Clifford, and they parted ways.
- Soby, partnered with investor Matthew Irvine, negotiated with Harvey and Clifford to purchase the entire original film, its negative and supposedly all the rights including remake rights, partly so Trimark Pictures could not use the original title.
- After principal photography wrapped, Trimark Pictures had director Anthony Hickox shoot reshoots that added five scenes to the film.
