Plot summary
In Lagos, Steve Rogers, Natasha Romanoff, Sam Wilson and Wanda Maximoff move against Brock Rumlow, who is after a biological weapon. Rumlow detonates himself, Maximoff turns the blast aside, and a nearby building comes down, killing Wakandan humanitarian workers. The United Nations then prepares the Sokovia Accords, a panel that would oversee the Avengers. Tony Stark backs the oversight, thinking of Ultron and of the devastation in Sokovia, while Rogers would rather rely on his own judgment than on that of politicians. When the Accords go before a conference in Vienna for ratification, a bombing kills King T'Chaka of Wakanda. The footage the authorities hold points to Barnes, and T'Chaka's son T'Challa vows to kill him.

- Marvel Entertainment executives wanted Captain America and Iron Man to unite against Zemo and the super-soldiers instead of fighting each other, and the Russo brothers threatened to leave the film if forced to make that version. Walt Disney Studios head Alan F. Horn backed the directors, and oversight of Marvel Studios was moved from Marvel Entertainment to Walt Disney Studios in 2015.
- Captain America: Civil War was the first movie shot with IMAX's digital 2D cameras, a custom Arri Alexa 65 built with Arri. Joe Russo said about fifteen minutes, the fight at Leipzig/Halle Airport, used them.
- Had negotiations with Robert Downey Jr. to appear as Iron Man failed, the Russo brothers would have used the Madbomb storyline from the Captain America comics, with Zemo detonating a bomb that turns hordes of people into berserkers. The Madbomb idea was later used in the first season of the Agent Carter TV series.
- Tom Holland was cast as Peter Parker / Spider-Man after a screen test in Atlanta where six teenage actors tested against Robert Downey Jr. and Chris Evans for chemistry. The Russos pushed to cast an actor close to Peter Parker's age in the comics, and Anthony Russo believed Holland's age made Sony initially hesitant.
- Method Studios, which handled 440 shots on Captain America: Civil War, planned to place the helicopter sequence next to the Paul-Löbe-Haus where the Bundestag meets, but the location was not allowed to be shown in the film, so the studio created a full CGI background instead.
- Lola VFX de-aged Robert Downey Jr. for a scene with a younger holographic version of Tony Stark, analyzing footage of Downey from around the time of the film Less than Zero when he was in his early 20s. The scene was difficult because it ran close to 4,000 frames and Downey moved his head from side to side multiple times.
- ILM handled the visual effects for the airport fight in Captain America: Civil War. A supervisor said the 20-minute scene became almost fully digital, with 99% of what was shot with the actors replaced, and Spider-Man and Black Panther were almost completely replaced too.
