Plot summary
Six months after Hurricane Katrina, Terence McDonagh is a New Orleans police lieutenant hooked on cocaine, cannabis and prescription painkillers, and he shares the drugs with his girlfriend Frankie. He has convinced a police officer in another division to bring him narcotics out of the evidence room, and he uses his rank to bully people and seize more. He has fallen out with his father Pat, a recovering alcoholic, and with his stepmother Genevieve. The department assigns him the murder of five Senegalese immigrants who had been selling drugs in a gang leader's neighborhood, which puts him near the dealer Big Fate and his associates.
