Plot summary
Mike Lowrey and Marcus Burnett work on the Miami police department's Tactical Narcotics Team, and the two partners are keeping secrets from each other. Mike has been seeing Marcus's younger sister, Sydney "Syd" Burnett, who works at the DEA's New York office. Marcus has asked for a transfer so he can spend more time with his family. Captain Howard then assigns the pair to stop record amounts of ecstasy from reaching the city, and the case pushes both secrets aside. The trail leads to Cuban drug kingpin Hector Juan Carlos "Johnny" Tapia. He has sued the department for false arrest after past arrests and won, so Miami officers have backed off him. Mike and Marcus have never faced him.

- Judd Apatow was hired to rewrite the script with help from Seth Rogen and Evan Goldberg. Rogen said he and Goldberg were broke, so Apatow gave them a bit of money to help, and they ended up contributing a few gags.
- Megan Fox appeared as a dancer in a strip club scene at 15, and later criticized director Michael Bay for it: "At 15! I was in 10th grade. That's kind of a microcosm of how Bay's mind works".
