Plot summary
A criminal cartel has threatened the sister of Billy, a Special Forces veteran. Frank Rossi is a police officer whose partner the same cartel killed. The two men are contrasting types, and their motivations are different, but they share the same goal. The cartel is a powerful drug gang, and the two of them team up to mount an assault on it.

- The film began as a sequel to Jalal Merhi's Talons of the Eagle, meant to reunite him with Billy Blanks and Bobbie Phillips, but legal wranglings with financier Shapiro-Glickenhaus Entertainment squeezed Merhi out and Roddy Piper took his role.
- Steve DiMarco was announced as the film's sole director, but after clashing with the financier SGE he was fired partway through the shoot and replaced by Paul Ziller.
- After SGE signed George Flak's Performance Pictures as its Toronto production partner, Flak's friend Karl Schiffman was hired to rewrite the script from scratch from a stock buddy-movie template, which he did in two weeks.
