Plot summary
Peter Morgan takes a job at Monument Heights Veterans' Hospital in Washington, D.C., telling himself it is temporary, a stop before a private practice. Executive Director Dr. Henry Dreyfoos defends the cutbacks, and the Article 99 loophole lets the hospital turn away veterans whose injuries are not tied to their service. Dr. Richard Sturgess and his colleagues, among them Rudy Bobrick, Sid Handleman and Robin Van Dorn, raid supply rooms at night to get what their patients need. Sturgess invites Morgan to join them, and Morgan, worried about his career, refuses. He also befriends Sam Abrams, a World War II veteran in critical condition whom the hospital keeps moving around instead of admitting.
