Plot summary
Mr. Kaito heads the Kaito Group, two thousand soldiers inside the Tenseikai Syndicate, and he wants more. He plans to absorb the Shirane Group's five hundred men and the four hundred of its rival, the Yokomizo Family, so that he commands the syndicate's biggest force and the hospitalized leader names him successor. Kaito enlists Mizushima and Muroi of the Shirane Group, promising Mizushima the leadership of the Shirane Group. Muroi hires Shinozaki, who stirs up trouble on Yokomizo ground and is killed by the Higuchi Gang. Kunihiko Kenzaki of the Higuchi Gang is drawn into the quarrel that follows, and Kaito offers to mediate for the Tenseikai.
