Plot summary
By the 24th century Yokohama has grown enormous, and Mayor Woo rules it with forced birth control pills that sterilize the population. Officer Takeshi Honda carries out those laws. Ryô, a drifter with no direction, is attacked by government forces, and in the fight Honda sees that he is a replicant left from a war that ended a civilization. Ryô gets away and follows a child who had asked him for food to the hideout of rebels working to end Woo's regime. Woo holds some of those rebels and presses them to give up their children, while the group plans to seize the mayor at a public event.
