Plot summary
Sekiuchi is chairman of the Sanno-kai, the syndicate that controls the Kanto region, and he has summoned the gang leaders under him to a banquet at his estate. When the formal part ends, his chief lieutenant Kato pulls Ikemoto aside. Kato is displeased that Ikemoto became friendly with Murase, a rival gang leader, while the two were imprisoned together, and orders him to bring Murase's unaffiliated family in line. Ikemoto passes the job to his subordinate Otomo, who leads his own crew, telling him to shake Murase up so it looks like a small quarrel.

- Takeshi Kitano wrote the screenplay for Outrage by first inventing the ways in which characters would be killed, and then writing a story that would go along with the violence.
- On the producer's suggestion, no actors who had appeared in earlier Takeshi Kitano films were cast in Outrage, with Kitano himself the only exception.
