Plot summary
Two plainclothes officers checking a sporting goods store for a suspected drug den are killed by a masked assailant who fights with martial arts. The unit is being targeted by the killer, so Lieutenant Sam Dunne and Officer Mandy Rust bring in Matt Logan, a full-contact karate champion, to teach its officers unarmed combat. Charlie, the son Logan adopted, is the child of an addict who died from an overdose. The killings appear tied to a narcotics operation that Mandy works with her partner, Moskowitz. Logan also has a bout ahead against Jerry Sparks, a ruthless fighter and his martial arts rival.

- Writer Elliot Hayden Parker, a former editor at the United Airlines magazine Mainliner, sued Chuck Norris for $15 million in Los Angeles County Superior Court, alleging the film's story was stolen. Parker said the two had an oral agreement for him to write a screenplay from his five-page outline.
- Oscar-winner and Shaft creator Ernest Tidyman wrote the screenplay and said in a 1980 interview that he only wrote it to buy his mother a house, calling it his least successful effort as a craftsman, though it was one of his biggest hits financially.
- Good Guys Wear Black director Ted Post was originally attached but dropped out before filming began because of production delays. Paul Aaron, who had been hired only to rewrite the script, replaced him despite having directed just one previous film, A Different Story.
- A 15-year-old Keanu Reeves worked on the film as an uncredited gofer. He was the stepson of director Paul Aaron.
- Martial artist Bill "Superfoot" Wallace, an undefeated professional kickboxer who at the time of filming held the PKA World Middleweight Kickboxing Championship, made his film debut in the movie.
