Plot summary
In Afghanistan four mercenaries torture a war profiteer for money he owes them, and he says it is wired to a bank in Chesterford, Massachusetts. Interpol moves Agent Rossi off a Kabul operation to investigate the group. In Chesterford, teenager Kenny Ralston is suspended after fighting a bully, and his mother Shawnee, a nurse, is told he must complete a police ride-along or be expelled. Kenny is assigned to Officer Mike Chandler and his son-in-law, Officer Steve MacAvoy. The mercenaries set off a bomb at a diner as a diversion and rob the bank, taking hostages.

- The title 211 refers to the California Penal Code for robbery, even though the film is set in Massachusetts, which does not use that number.
