Plot summary

After the September 11 attacks, Kenneth Feinberg is named Special Master of the September 11th Victim Compensation Fund, with his law partner Camille Biros as administrative deputy. He designs a formula setting each payout by a victim's income, and is told that unless 80 percent of the 7,000 victims sign on by December 22, 2003, they keep the right to sue. At an introductory meeting the families find him insensitive until Charles Wolf, whose wife was killed, tells the room to listen. Frank Donato asks that the report address a warning that may never have reached his brother Nick, a firefighter killed in the tower, and Feinberg answers as a lawyer. Biros hears from Graham Morris, whose partner was killed in the attacks; the fund's rules bar him because he lives in Virginia, which does not recognize civil partnerships.
