Plot summary
The Magistrate governs a remote outpost on the edge of an unnamed Empire's desert frontier, where years of careful management have kept the peace and left only minor misunderstandings. Colonel Joll arrives as part of a mysterious plan launched from the empire's center and stays antagonistic toward the Magistrate. Joll insists on questioning an innocent man and his nephew about stolen sheep, and his process for getting the truth requires brutal torture. What Joll wants from the frontier remains unclear to the Magistrate. Joll then takes the nephew, already tortured, along as a guide to his people, and soldiers seize women and elderly men as prisoners of war.
