Plot summary
At the Department of Homeland Security, a federal officer finds that 23 people from terrorist countries have entered the United States. Robert Bonner, the commissioner of Customs and Border Protection and a former head of the DEA, cannot afford more scrutiny in the press. The account says the government's weight then falls on Julia Davis, her family and the witnesses rather than on the breach. The retaliation it describes includes false imprisonments, four unexplained deaths and warrantless surveillance with Blackhawk helicopters and airplanes.
