Plot summary
M sends James Bond to a terrorist arms bazaar near the Russian border, where a Navy missile strike destroys the site and Bond flies out in a trainer jet that carries two nuclear torpedoes. A British frigate then goes down in the South China Sea, and Britain prepares to send its fleet. Elliot Carver's network, CMGN, reports the sinking before British intelligence learns of it. M gives Bond forty-eight hours and sends him to investigate Carver. In Hamburg, Bond approaches Carver's wife, Paris, an ex-girlfriend, for a way into the company.

- One potential title was Tomorrow Never Lies, after the Tomorrow newspaper in the plot, and it was faxed to MGM. A misunderstanding by the fax recipient turned it into Tomorrow Never Dies, a title MGM found so attractive that it insisted on using it, and the first with no relation to Fleming's life or work.

Many reviewers compared Elliot Carver to Rupert Murdoch, but Feirstein based the character on Robert Maxwell, and Carver's reported death echoes Maxwell's: "Missing, presumed drowned, while on a cruise aboard his luxury yacht," as M says at the end of the film.- Scenes were to be filmed on location in Ho Chi Minh City, and the production had been granted a visa; it would have been the first major film shot in Vietnam since the Vietnam War. Vietnamese Prime Minister Võ Văn Kiệt rescinded the visa two months after planning had begun, forcing filming to move to Bangkok.
- In the original script, a CIA agent tells Bond, before he parachutes into Vietnam, "You know what will happen. It will be war. And maybe this time, maybe we'll win". The Pentagon was embarrassed by the line and it was removed.
- The role of Elliot Carver was first offered to Anthony Hopkins, who had also been offered a role in GoldenEye, but he declined it in favour of The Mask of Zorro.
- Brosnan screen-tested with the Italian actress Monica Bellucci, but the studio maintained that the role could be given only to an American actress. Brosnan's verdict: "The fools said no."
- The remote-controlled car with no visible driver was achieved by adapting a BMW 750i to put the steering wheel on the back seat. A stunt involving setting fire to three vehicles produced more smoke than anticipated, and a member of the public called the fire brigade.
- Tomorrow Never Dies marked the first appearance of the Walther P99 as Bond's pistol. It replaced the Walther PPK the character had carried in every Eon Bond film since Dr. No in 1962, apart from Moonraker, in which Bond was not seen with a pistol.
