Plot summary
Vallejo, California, is thrown into fear in December 1968 when two teenagers are shot on Lake Helena Road. Detective Matt Parish is assigned the case, and with few leads the work weighs on his wife Laura and their twelve-year-old son Johnny. Six months later, on the Fourth of July, the killer shoots a couple in a deserted parking lot, and an hour afterward an anonymous caller confesses to the Vallejo police. Days later a letter reaches Bay Area newspapers, threatening that twelve more people will die unless the encoded note it contains is printed, and promising that deciphering it will reveal the killer's identity. Parish spends his time on the code, the sketches and the psychological reports as publicity grows.

- The film-makers worked mainly from newspapers and press reports of the time, and chose to follow the detective and the damage the case did to his family rather than the killer's psychology. They left the victims' families out because the killer seemed so uninterested in who his victims were.
- The whole picture was shot in 23 days on location in Vallejo, California, the town where most of the real Zodiac murders were committed.
