In Brooks, Arizona, Packard Walsh leads a gang of car thieves. The gang picks out drivers with fast cars and forces them to race, with the winner taking the loser's vehicle. Walsh holds the town in fear and treats Keri Johnson as his property. Keri's boyfriend, Jamie Hankins, was killed in an attack that was never solved, and Keri, who was with him, remembers nothing of it.
