Plot summary
Molly lives in the Venice Beach area of Los Angeles and watches a great deal of television. She tells her nephews Tadd and Tripoli romantic stories about their grandfather, a sea captain said to have been lost at sea during her childhood. Her sister Cathy speaks with disgust about their abusive father. Molly tends bar at a tavern on the shore that Long John runs, and Long John is also her lover. She is nearly three hours late for her shift; he scolds her, but the bar is short-staffed and he is reluctant to fire her.

- The Witch Who Came from the Sea was among the 72 titles on the UK Department of Public Prosecutions' 1983 list of "video nasties" prosecutable for obscenity; it was one of the 33 unsuccessfully prosecuted and was soon dropped from the DPP list.
- Robert Thom wrote the screenplay while undergoing extensive medical care; his hospital bills had become a financial burden for him and his then-wife, actress Millie Perkins, so he devised the film for her to star in.
- The screenplay drew on elements of both Perkins' and Thom's lives: Perkins' father was a merchant marine, and her sister was upset about the film, fearing it would tarnish their father's honor.
