The Violators (2015) on Netflix

Plot summary

A sink estate in Cheshire is where fifteen-year-old Shelly lands after she testifies against her abusive father. She calls it home only in name, and she spends her days as a petty thief, roaming the estate and the docklands in search of anything worth taking. Mikey Finnegan, who is forty, works the estate as a loan shark, and he turns his attention on her. Shelly also draws the attention of a stranger, Rachel, seventeen, who watches from her own distance. The two girls come from radically opposed backgrounds, and Rachel's fixation on Shelly deepens as Shelly's involvement with Mikey grows.
