Plot summary
Comedy sketches fill the film, drawn from concepts that had been performed on a public-access television show, with music by NOFX and Guttermouth. Two supermodels use a restroom. A Batman sketch includes an old lady and a security guard. Boobwatch has a mother and a lifeguard. A virgin hunter and a virgin appear in one sketch, a gay man and a gay virgin in another. The Godmother, Sonny and a fetus salesman share a sketch. Dickman is a superhero who wears a penis costume. Other pieces include Watts Up Talk Show, Psychology Today, Beautiful Girl With Old Man, Miss America Bag Lady Pageant with a host and a co-host, Flirty Harry, and a Marilyn Monroe routine.

- Vince Offer, who directed and starred in The Underground Comedy Movie, had previously been a successful vegetable chopper salesman, and went back to selling choppers at swap meets to raise money to finish the film, then marketed it entirely on late-night infomercials paid for with those earnings.
- Vince Offer sued 20th Century Fox and Bobby and Peter Farrelly, co-directors of There's Something About Mary, in 1998, claiming 14 scenes in Mary were lifted from his film; the case was dismissed in 2000 and Fox was awarded $66,336.92 in attorneys' fees.
- Vince Offer won a $4 million suit in 2000 against Anna Nicole Smith, who he said had agreed to appear in his movie but backed out in 1996 for fear it would hurt her career, and he claimed her withdrawal cost the crew $100,000.
- In 2004 Vince Offer announced he intended to sue the Church of Scientology, which he said had begun a smear campaign against him and his film in 1997; he claimed its Hollywood "Celebrity Center" labeled him a "criminal" and threatened his Scientology friends in the movie business with "condemnation".
