Plot summary
Kebede Bimro, an Ethiopian Jew, moves Jewish-Ethiopian refugees out of Sudan toward Israel with the Mossad agent Ari Levinson. Ari decides he needs a legitimate reason to keep a building and vehicles in Sudan, and takes to the intelligence officer Ethan Levin a plan to rent the abandoned Red Sea Diving Resort on the coast. Levin approves it reluctantly, and Ari recruits former Mossad colleagues, Rachel Reiter, Jake Wolf, Max Rose and Sammy Navon. The front is meant to keep the suspicious Sudanese authorities away, but the brochures the team prints bring real tourists to the hotel, and the guests end up covering the work of moving refugees to an Israeli ship offshore.

- The film draws on Israel's Operation Moses and Operation Joshua, in which Ethiopian Jews were covertly moved from Sudanese refugee camps to Israel in the 1980s. The real abandoned Arous Holiday Village on the Red Sea sat about 70 kilometers from Port Sudan and was run by Mossad operatives until 1985.
