Plot summary
On a July night in 1967, Detroit police raid an unlicensed club where African American veterans are celebrating their return from Vietnam. The arrests draw a crowd, bottles fly, and looting and fires spread into the 12th Street Riot. The National Guard and Army paratroopers are sent in. Patrolmen Krauss and Flynn chase a looter through the streets. Across town, the R&B group The Dramatics are shut down before a show they hope will win them a Motown contract; their bus is attacked and the members scatter. Lead singer Larry Reed and his friend Fred take a room at the Algiers Motel, where they meet Julie and Karen and other guests. Nearby, security guard Melvin Dismukes guards a grocery store.

- Variety stated that Bigelow and Boal 'changed names [of characters] so as to enjoy other creative liberties in the storytelling'; one such subject was lawyer Norman Lippitt, played in the film by John Krasinski under the name Auerbach.
- Principal photography began in Boston in July 2016, with scenes filmed inside Dedham District Court and at other locations in Dorchester and Brockton, Massachusetts; the elimination of Michigan's film incentives in 2015 affected the filming locations that were used.
