Plot summary
Major General Partridge is in charge of the Bradley Fighting Vehicle, a project that has run for seventeen years at a cost of fourteen billion dollars. To curb Pentagon spending, Congress puts Lieutenant Colonel James Burton of the Air Force on the vehicle's field development and tests. The Bradley began in the 1960s as a light troop carrier under Colonel Robert L. Smith, and repeated design changes ordered by higher-ups turned it into a heavy, tank-like machine that does the job badly. Burton keeps pressing for an honest live-fire armor test of the vehicle; Partridge wants it in production and in the field.
