Plot summary
Katniss Everdeen recovers in District 13 after Peeta Mellark, conditioned by the Capitol, attacks her. President Alma Coin will not let her near the Capitol until District 2, the last district still under Capitol control, is secured, so Katniss travels there to rally its rebels and is shot during her speech, saved by the bulletproof costume Cinna made. With District 2 taken, she joins the Star Squad alongside Gale Hawthorne and Finnick Odair, a unit ordered to stay behind the front lines and issued suicide pills in case of capture. Peeta is added to the group to appear in propaganda videos. Under Boggs's command the squad enters the Capitol, steering around the pods, the Game Makers' booby traps.

- Philip Seymour Hoffman died on 2 February 2014 with a week of shooting left as Plutarch. A plan to recreate him digitally for an unshot scene was dropped, and Francis Lawrence rewrote it so that Woody Harrelson's Haymitch reads Katniss a letter from Plutarch instead.
- Wyatt Russell was offered a part in both halves of Mockingjay and turned it down to make 22 Jump Street, as his father Kurt Russell confirmed in September 2013.
- Lily Rabe was cast as Commander Lyme but had to drop out over a clash with the 2014 Shakespeare in the Park staging of Much Ado About Nothing, and Gwendoline Christie took over the role in April 2014.
- On 9 May 2014 the production filmed at the Espaces d'Abraxas complex in Noisy-le-Grand outside Paris, the same concrete housing estate that had stood in for the future in Brazil thirty years earlier.
- In parts of Israel the poster of Jennifer Lawrence aiming her bow was pulled over fears it would offend ultra-conservative Jewish audiences. In Bnei Brak and West Jerusalem a fiery mockingjay replaced her, and Lionsgate would not comment on the campaign.
