Plot summary
In 1983, a patrol officer in Anchorage finds 17-year-old Cindy Paulson handcuffed in a motel room and takes her to a hospital. She says a man took her and raped her, and she gives his name: Robert "Bob" Hansen, who owns a restaurant and has a wife and children. The detectives learn she works as a prostitute and has lied about her age, so they turn her away, and she goes back to the streets. The officer who rescued her makes a copy of the case file and passes it to the Alaska State Troopers. Jack Halcombe is investigating a woman's body recovered in the wilderness and other young women who disappeared after going to supposed photo shoots. He reads Cindy's account and needs her help to hold Hansen.

SPOILER
The film is based on the crimes of the real Alaskan serial killer Robert Hansen: the epilogue says he confessed to murdering 17 women and to the kidnappings and rapes of 30 more, and was sentenced to 461 years plus life without parole.
