Plot summary
An orphan from Shivgad, Sangram "Simmba" Bhalerao watches policemen collect bribes and decides to become one for the money. He takes payoffs from thieves and a jeweler until the Home Minister transfers him to the Miramar police station in Goa. There he falls for Shagun Sathe and meets Nityanand Mohile, an honest constable who hesitates to salute him. Simmba interrupts a pub party run by gangster Durva Ranade and his brothers, Sada and Giri, demanding more money while promising they can continue their illegal work. Durva agrees, then uses Simmba to force Vaman Rao to sign over his land. Simmba also bonds with women and girls, including Aakruti Dave, who reminds him of his teacher. She files a complaint against Sada and Giri over drugs and child peddlers, but Simmba ignores it after Durva and Shagun pacify him.
