Plot summary
A suicide bombing in Kansas City kills fifteen people, and the American government suspects the Mexican cartels of smuggling the terrorists across the border. The CIA officer Matt Graver is told to take extreme measures, and he and the Department of Defense settle on setting the rival cartels against each other. Graver brings back the operative Alejandro Gillick and engages a private military company for men, helicopters and encrypted communications, so that the American hand stays hidden. In Mexico City, Gillick kills a lawyer of the Matamoros cartel, while Graver's team seizes Isabel Reyes, the teenage daughter of the kingpin Carlos Reyes, in an operation staged to look like a Matamoros abduction. In a Texas border town, the schoolboy Miguel Hernandez is offered money for work with the cartel.
