Shadow Conspiracy (1997) on Netflix

Plot summary

Bobby Bishop works in Washington as a special assistant to the president. On the street he runs into Yuri Pochenko, a professor he knows, who tells him he has found a conspiracy inside the federal government. An assassin kills Pochenko before he can give the details, leaving Bishop the only man who knows the conspiracy exists. The people behind it come after him, and federal and local police pursue him too, so he has no way of knowing which officials he can trust. He turns to Amanda Givens, a newspaper reporter and a friend, for help in finding out who is responsible.
